PFM Compliance League Table
IERPP's public financial management (PFM) compliance league table, assessing institutional compliance with public financial management frameworks.
Government Performance

IERPP's Government Performance Tracker assesses the delivery of campaign commitments using official, verifiable data. In its first edition, the Institute evaluated the first year of the Mahama administration.
Methodology. From 201 manifesto commitments, IERPP selected 29 that the government pledged to deliver within its first year and that could be measured using official data. The Institute adopted a three-stage methodology: a full review of manifesto commitments; identification of promises with measurable one-year timelines; and linkage of each promise to official data sources, including the Bank of Ghana, the Ghana Statistical Service, the International Monetary Fund, the World Bank and the 2025 Budget Statement. Scoring was weighted by significance, with macroeconomic stability carrying the highest weight, and was subjected to independent peer review to minimise bias.
Findings. The government performed strongly on macroeconomic indicators, including inflation, exchange-rate stability, foreign reserves and tax reforms. Weaknesses in infrastructure delivery, industrialisation, governance reforms, energy-sector commitments and social programmes reduced the overall score.
What comes next. The remaining 172 commitments will be assessed in future editions of the tracker as their timelines fall due.
